The only time Congress has to act is on National Parks. Since neither Bears Ears nor The Grand Staircase are National Parks, Congress need not get involved.

The reason Trump's proclamations are illegal is because the Federal Land Policy and Management Act of 1976 requires an act of Congress to modify or revoke any national monument. There is no point in following up a lawless action with a planning process. Perhaps the BLM and Forest Service ought to plan for the original Bears Ears National Monument, ignoring Trump's mistake.

    Smart planning for the future

These national monument creations and dissolutions are prime examples of executive fiat gone crazy.... when presidents act like kings this is the result and the courts can only stand on the sideline and wish congress would do their jobs and quit giving away their power to the executive branch.

Great move BLM. Most legal experts expect the ruling to be upheld.

Stupid move by the BLM. Most legal experts expect the courts to reverse Trump's executive orders. The BLM should wait for their ruling.
